Frame rates at low resolutions

Ok I have a question.
Is it possible that you can reduce the resolution in a game so that you can't getter higher FPS but actually make frame rate worse.

My actual problem.
I5 4690k
Gtx 970
Ect. Doesn't really matter

So in BF4 I run in a 1366 by 768 bc visual recoil and fov. Plus 144 hz 1440p monitor.

Is the workload so easy that the GPU is like nah and the CPU is taking all the work. Bc I end up with 85-90% CPU with like 40% GPU. There is no way in hell the CPU is actually that much of a bottleneck.

Well reducing the resolution mostlly leads to higher frame rates.
Untill the actual point that the cpu cannot keep up with the gpu anymore.
Which in that case you created a cpu bottleneck.
And thats what your seem to run into.

If you want better gpu utilization, you could bump up the resolution to something like 1080p.
Or you could max out all the settings.

On 64-player maps Battlefield 4 can definitely be bottlenecked by an i5. Lowering the setting Mesh Quality ought to help to make a significant difference. Terrain Quality and Terrain Decoration might also have some effect.
