First time build, need help with boot problem

So I just finished putting my PC together, I pushed the power button on the PSU and the light on the power button on the motherboard itself came on. But  It would appear to be doing an endless cycle, it keeps spinning the fans for a very breif moment repeatedly( except the CPU fan).( I do have my monitor plugged into the graphics card) Is it doing a system check? ( Here is my system)

EDIT- CPU Fan is now working. the DVD drive is making a weird buzzing sound on and off with the fans
