So I will be building my first PC for gaming and here's what I have so far,

Now I have some questions on it. The ram voltage is 1.65v and the mobo is 1.5v. Is this an issue to the point that I should buy different ram? I plan on overclocking the 4690k and the gtx970 if that does anything towards the problem.
And Is there anything else I should change with my current build to make it better.
Very solid build. You probably won't get the 2400MHz out of that 1.65V ram, so maybe swap it out for some 1.5V ram. I've also heard that 1.65V ram voids your warranty with Intel stuff, but I'm not totally 100% on that.
I believe it actually does, but there's no way of Intel knowing unless you tell them that you're running that voltage.
The memory controller usually needs higher voltages to run at higher speeds - you're technically overclocking it. However, it's tested to run at that voltage and speed, and it should have an Intel XMP profile with it, that allows for easy setup of timings and voltages.
For gaming, though, RAM doesn't make a huge difference if you have a dedicated graphics. In fact, people have tested faster clocked ram versus slower clocked ram, and the difference is around 2-3 FPS. Go with a cheaper kit of RAM.
Since I'm typing this, might as well give critique on the rest of the build.
850w is overkill, even for two 970s. 750w will do just fine, and will have ~250w of overclocking headroom. That's plenty.

Rest of the build looks good in general. There is someone selling Windows licenses/keys on the buy/sell/trade forum for much cheaper than retail, so you may want to look into that to save some money.
