This is the build I would want to build, but I do not know everything about computers and would like to know if there are better parts that I could use for better performance. Keeping a budget of 700 would be fantastic.
I will be getting an optical drive from the case, and I will be getting a free windows 7 64bit from my sisters college.
The games I will most likely play are League of Legends, Counter Strike, Guild Wars 2, and Bioshock Infinite.
Also a question, I am 16 should I even be building a computer or should I just simply just buy one? Of course I would prefer to build one for experience.
I also question if my psu is enough watts to run this rig.

Build it yourself any day, the experience is nice, it's easy, and way cheaper then buying one. If you don't have a strong bond with intel, then I would suggest AMD for a budget build. Something along these lines.

Get a beefier power supply, go with a 550-650W one. You really don't want to be running over 80% of the maximum power delivery even when your system is under full load. Doing that causes crashes, strange glitching and premature power supply failure. Also note that if you do not get an optical drive you are going to need to have a boot drive with a copy of windows on it, or make a bootable flash drive and stick an iso of Windows on it to install from. Windows 7/8 make this pretty easy. Another thing to note: that motherboard isn't really designed for overclocking, neither is that processor. So I really hope that you don't expect to go too far with the overclocks, because I would almost guarantee that if you push it beyond 4GHz, it is going to be unstable and you're going to wear it out. That is if it gives you that kind of bus speed control. Many mid-tier motherboards don't give you very much to work with.

It seems everyone on this forum prefers amd over intel, is there a reason why amd is better than intel?

Not really, I don't anyway. It almost always depends on the budget you are willing to set aside for it. You can get better everyday performance out of an AMD build for the same budget. Usually. That is the issue. It depends always on what you want to do with it, what you find on sale, and if you can squeeze a quad core Intel chip into the build. The thing that I prefer often about AMD is that with the K10 series of chips (which I still prefer over the module based bulldozer and then piledriver chips) can come with up to six full cores with only six full threads. Now a great many Intel fans will pipe up and say that Intel has hyperthreading and thus performs better and handles twice as many threads and blah de blah de blah. It honestly is a silly debate on their part. Often having two threads per core offers almost no benefit because the second thread can only process the next piece in line from the process performed on the first thread, because they aren't mutually independant. Thus when you switch between tasks, or when you recieve a bus interrupt which forces it to switch tasks, you lose the capacity of that next clock cycle. With an AMD chip each core uses one thread and can better handle running several independant tasks at the same time, although AMD cores are significantly less robust than their intel counterparts, hyperthreading or no.

no, did you look at ALL of my build, it had a 7870 which is better than a 7850, a 6300 FX which is faster because veshera cores are WAY better than Zambezi cores

the ram is faster in mine, and the heat sink is way better as well, not to mention my build is cheaper by about 35$, 60$ if you don't include the pain in the ass mail in rebates

I dont prefer amd over intel no way. Not in the last few years at least. Personally I think they dropped the ball with bulldozer, and have tried to regain what they lost in terms of fans. AM3 socket is too long in the tooth.
There was a time - say around 1997 when amd really had fiece competition with intel and they were neck and neck - i had a k6-2 400. amazing chip at the time.
For the lowest price point in pc markets yeah amd is a viable option as amd's trinity chips are pretty good.
One saving grace for amd is that their cpu install on boards is a lot more fool proof than intels. I've seen so many noob machine come in saying their pc is broken. Only to discover bent pins.
Here is an Intel build with a non overclocking cpu that will wipe the floor with most amd chips anyway plus it has a 7870 like gigabuster's build. Also cheaper.

If you wantto go for an intel build then please spend a 20 dollar more and take the i5 3570K thats worth it.
But on such a tiny budget, i would go for an cheaper AMD setup, Bioshock is a very gpu intensive game, so i would prefer to go on amd, like FX6300/6350 (or one of the 8 cores wenn fits in budget) decent 970 or 990fx chipset board. and spend the money you saving, in a better GPU like 7870XT
