This PC will be dedicated for gaming and general interwebs browsing.
If I would feel the need of overclocking or something would get older I would try to overclock it.
I lack the experience of PC building in general, so not water cooling.

What kind of settings do you like or what FPS do you want to play at? Max settings for games in general, if it has lags, I'd turn it down. I'm used to crappy graphics, since I play on a laptop that is not very good at gaming.
I will be playing at 1080p resolution, but I currently have a LG Flatron W1943SS 1366 x 768 (Link)
FPS, RTS, MOBAs, Sandboxes, FreeRoam.
Everyday I play: osu!, League of Legends.

And if you are worried about efficiency, pick up the Antec Platinum version, and go with a 650 because even it is still overkill
Like NickF said, that is a pretty crappy CPU cooler. A common recommendation is the Hyper 212 EVO. Not sure what you will need an i7 and 16 GB of ram for though, unless you are planning on doing some serious video editing. Save $100 and grab an i5 and 8 GB ram, and even that seems overkill for the games you will be playing. AOC is kind of a budget monitor company, so not sure what your experience will be with that monitor. I have a 60hz 1080p monitor from them, and while it gets the job done, the back-light bleed is pretty bad. For efficiency, you definitely took a step in the right direction choosing Intel and Nvidia over AMD. All my computers run AMD and they are power hungry. I would have an Intel/Nvidia rig, but I just don't have the money for that right now. The 750Ti is a really efficient gpu, but I'd go for something more powerful, just so you won't have to worry about upgrading for a little while. A 760 will do just fine. As for PSUs, I don't know a lot about those. Just make sure whatever you buy is 80+ Silver and above if you are really concerned about efficiency.

Is on your $1200 budget, 2gb card instead of 4gb as its a waste for lower resolutions. Dropped cpu down a notch, board is still cable of overclocking, also changed psu and hdd.
Either build is pretty solid, although 4GBs of VRAM is unnecessary for 1080p. If you are only using your pc for gaming, then the i5 and i7 will perform almost identically. With DDR4 around the corner, getting 16GB of ram seems like a waste unless you are doing something other than gaming.
get the i7 just for the sticker :-). 8GB Ram is ok for now and Upgrading ram is easy and can be done in 30 min later, for now 8GB is what you need (1600Hrz is ok and cheaper and it dosen't make your system slower, as your using a GPU ). 2 GB Vram is enough for one or 2 screens, and you can still use your CPU Graphics for more screens (I have 4 now on my GTX770 and my i72600) get a 770 instead of 4 GB VRam its more worth the money. An I would get 256GB SSD (If you have the cash)
