Fedora 33 won't boot in NUMA mode

I have an old Dell workstation with dual Xeons. The BIOS supports both SMP and NUMA memory, um, management I’d guess you call it. In NUMA mode, Windows 10 Pro boots w/o issue and runs noticeably faster than SMP mode. However Fedora will not boot in NUMA mode, and runs rather sluggishly in SMP mode.

Anyone know how to overcome this? It’s a Dell T5500 with 2 Xeon X5687’s and 36 GB of DDR3-1333 ECC RAM.
