In terms of "would listen to without playing the game" definitely Hotline Miami 2 - Wrong Number.
Usually most game soundtracks just are babbling away, and I don't remember them except maybe the main theme.
Ratchet and Clank (Metropolis) was pretty memorable, same goes for FFX's "To Zanarkand" and The Wolf Among Us's main theme
Oh, and the whole OST of Guacamelee! is good.

Last but not least, my all-time favorite PC game, SWG. Not the greatest OST by any means, but theres some great diddys in there that really bring back a lot of good memories. The feels are strong!

The Deus Ex: Human Revolution soundtrack.
The Crypt of the NecroDancer soundtrack is a close second.
to me it has to be metroid prime 3 corruption
Morrowind has definitely one of the best soundtracks.
Other favorites are Sonic 1, 2, 3, Zelda: Wind Waker, World of Warcaft, Diablo 2, Wings, Hotline Miami (still haven't played the sequel yet), Pokemon let's say Platinum, Mega Man 2. And Knuckles.
FTL! The soundtrack fits the atmosphere of the game perfectly. I have a few of the songs in my programming playlist.
