Fans running at max speeds, lack of control options

I have a Gigabyte 970A-DS3P (rev. 01) mobo, and have all of my fan headers in use. All is fine with the fans I have in the CPU and System Fan 1 headers, the rpms on them stay low unless things start to heat up. But in the System Fan 2 and Power Fan headers they just keep a constant 2000rpms (the fans' maximum speed, and yes, they are PWM fans)

The UEFI/BIOS only has options for the CPU and Sys Fan 1 (although they don't do much). Easytune 6 only shows options for changing the min and max speeds for the CPU and Sys Fan 1. And Speedfan hasn't done anything but look pretty.

I've looked into updating the UEFI/BIOS, but there isn't anything other than a beta update that was put out last year that from what I have read doesn't rectify this issue.

Are there any other programs I should try (I am running Windows 10)? Or is the only thing that could save me from this vacuum cleaner a fan controller?

Old Gigabyte boards lack any real fan options, your best option is to buy a pwm fan controller or the adapters mentioned above.

Just pick up a nice hardware fan controller, mainly because you'll have it across systems.

Most Gigabyte boards lack fan control on more then two fan connectors. I used a fan splitter and connect all my fans to the CPU and fan 1, just be sure not to over load the header.

Thanks for all of the suggestions, it turns out that part of my noise issue was the fans themselves. I bought a few new ones because the ones that were originally in use died on my... Long story short: I should have spent a little extra for slightly better fans to begin with, it's still pretty noisy but nowhere near as loud as it was (the ones I got were already showing signs that they might fail sometime soon just a day or so after creating this thread). I'm still going to get a controller sometime soon, with the natural cooling on its way there really isn't a need to have them running at max 24-7.
