Fallout 4 city frame drops *soft fix for the stuttering*

Well, here's the thing. No matter what I do to the object, actor, shadow, item, etc fade distance or quality of shadows, I can't get the game to stop running at 30 fps in big cities. This wouldn't really be an issue, but when I am in the city, and my fps is ~30, my cpu usage is only at around 50 - 70%, never reaching 100%. Also, gfx card (980ti) hasn't gone above 50% usage the entire game, usually only around 25%. I play on ultra at 1080p 60 fps no problems whatsoever EVERYTHING MAXED, but when i get to cities, it just can't. I've heard reports from other places saying that the game drops in framerate, but the cpu is always maxed out with them, and it's the botlleneck. I'm only running a 4690k, but it's overclocked to 4.5 and, like i said, not once hitting near 100% usage. Is this just due to game optomization issues? Thanks!!

TL;DR: ... low framerate in cities, doesn't seem like hardware issue. Game optomization is the cause?

Interesting. I'd love to hear from some other folks who are playing right now. I'm planning on grabbing it once I finish Witcher 3, so it would be great to know how widespread this observation is.

Here's a screenshot after 5 minutes of the worst place ive seen yet... It says "34 FPS" in the upper left. very irritating lol, I'd understand if the usage was like maxed and it was doing everything it could... but it seems like i'm getting about half of what I should.

Hmm. And changing draw distance didn't appear to help at all? Sometimes that can be a huge factor, but I'd think that your rig should be completely fine.

not one bit. pissed me off too because I can't avoid this.

I almost feel like you might be focusing on that FPS number too hard. Fallout isn't a twitch shooter, and as such 95% of the gameplay is slow. Running Ultra settings at 4k for 35-40 fps feels no different in the grand scheme of things than 60+ fps at 1440p on Ultra settings.

That said, I can't explain the reason for a dive. I'm running around 37fps average at 4k Ultra and the furthest dip I've seen is to 30fps. Certainly no 30 frame drop.

Not an issue with the framerate really, more that it looks like ass. When i play and it stutters and gets choppy and I can see the framerate drop significantly, it affects my immersion into the game. Also, makes gunfights in the city harder, I dont use vats at all.

Oh no, I get that. I also don't use VATS. I was more saying people seem to focus on the FPS number far too much these days. If the game is visually stuttering then that's a completely different issue. I can push 60+ at 1440p on Ultra very easily, but it feels absolutely no different that the 37fps average I get at 4k Ultra. However, if I were getting frame stuttering like you describe I'd be going nuts too. Luckily no matter where I am, frame timings have been really tight for me(within 3-4 FPS of my average).

:/ Yeah the framerate isn't the issue i dont think much, probably more the frametime with their ingame tickrate? I have no idea but it's annoying as hell! Maybe with a g-sync monitor it wouldnt be as bad..? I dont know though

Playing at 1440p with a GTX 760. No framedrops in cities. Maybe a driver problem?

Shadow distance. Put that to medium and you can put everything else to ultra.
