I give up trying to make it run. I've done all the core disabling bla bla everything. Previously I used an EXE file that did it all and it worked perfect, but I lost it.
If you done everything, then I'm not sure what else I can offer. And since you failed to specify a problem, I'm going to assume there isn't one, or you already fixed it.
But seriously, at least give a description of the problem? What happens when problem occurs? Specs?

Is there an error message? Does it just hang on a blank screen? Or does it go straight to desktop?
Is this the official copy of the game, or a pirated copy?
Official, I bought it through steam.
Just crashes on start and I gotta end it in Task Manager.
Open your console by pressing ~ and type "pcb" without the quotes. this should clear the cache.
this worked for me. but i still get the BSOD after 30 mins or so.
I may be totally wrong, but could it be that the HD3000 just can't handle it? I once tried to run the game on my mother's desktop with a GT220 and it struggled something serious - for gaming the GT220 is quite a bit better than the HD3000.
I doubt it's that. I could run Fallout 3 and NV on my C-60 APU just fine, but it was bottlenecked by the weak CPU cores (20-45FPS). The Intel HD 3000 graphics should be slightly faster, not to mention it does meet the requirement of DirectX 9.0c compliant .
Have you tried running the game in compatibility mode (Windows XP, or Win2000)?
You've gotten the d3d9.dll file? I know you said you did everything, but there's more "proven fixes" to get Fallout 3 out there then Carter has pills.
