Extreme fps flux

On my laptop's i3-2310m with hd 3000 graphics playing games gives me hugs fps rises and drops about 10 seconds after the game starts in EVERY game.

It's not the graphics being to slow I can run half life 2 at 100+ fps, but then it drops to 25 fps for about a second and then 100+ for about a second and continues this forever. Skyrim will go from ~40 fps to 15. 

Whats really wierd is if I alt tab out then back in the fps stays high for about 10 seconds then does the dropping thing again. 

I've tried newest and older graphics drivers, changing windows power plans, and no luck. Its not a lack of power like I said decent fps before the flux I have no idea what it could be... any help? Thanks.

Sounds like there might be applications running in the background drawing power of the CPU, might even be virus (not too likely though) run Hitman Pro on your PC, it's a virus scanner and it absolutely destroys the viruses ;D it has a free 30 day trial period, and even after that you can perform PC scans note that this is not an antivirus, and is very easily removed from your PC. It helped me a couple of times and others that i recommended it to, why not give it a shot. 

If nothing works (not only my advice) i would probably reformat the harddrive, i reckon your laptop has a year or two on it's neck.

What is your laptop's model number?  If you can link me to it, that would be even better.  In the meantime, scanning the computer would be a good idea as snailswrath mentioned.  Never heard of Hitman Pro, but it can't hurt to try.  In addition, I would also give Malwarebytes and SuperAntiSpyware a shot as well.
