External Hard drive Not showing up in Windows 8

I have a 1tb Seagate backup drive plus, and its not showing up in my computer or disk manager. Im not too sure what to do, can someone help me?

Did you already try plugging it into a different system to see if the drive isn't faulty?

yes i have, it isn't

This is a problem I have been having with my own and countless other systems. Though its always come up under disk manager in control panel, Administrative tools. Always have to give the drive an id but if you say its not showing up there then is it making any noise or vibration when its plugged in? It could be that your system isnt providing enough power through the USB for it to function. Have had that issue with sme cheap drives in the passed,

If ts not showing up in device manager or disk manager then there is something wrong with the connection itself.

I've got it to show up but in setting/devices but its not coming up in my computer so how would I access the files stored on the hard drive? i just realised the format is mac os extended or something. 

Not sure about external hard drive, but when I installed my internal hard drive, I went Start/Control Panel/System and Security/Administrative Tools, and click on Computer Management, under Storage click Disk Management and it might show up there, once that happens, try fiddle around there, you might need to reformat the drive.
