I see that most popular hard wares have 50% of its review saying it was DOA, I am scared.
I have budget of 300-400$, sorry I am poor and broke, which way should i go? Cheap cpu and cheap gpu? or Apu with cheap ram for now later dual graphics or crossfire?
I will be playing F2p mmos, even though i want to play Bf4 on ultra 4k but 3-400$ build wil most likely can't do that so, just source engine is the highest I will go for now

Your looking at spending $4,000+ if you want to play BF4 on 4k. While you can build a computer at $400, you really are sitting in a poor price to performance region with bad upgradability. Honestly would recomend saving a further 400-600$ and build a decent rig. You could always buy second hand. Anything with an 8350 or i5 and something like a GTX 660 or 7850 would do well. But you wouldnt be able afford anything nearly as powerful at $400 new.
First and second hand i5's and i7's are going for cheap second hand. Have a few down stairs that i need to sell. Doubt ill get more than $200 NZD for them but chuck a $300 GPU in there and you have a pretty good gaming system.
2. 50% sounds a bit inflated. Usually people with DOA stuff are way more likely to post a review, you can just send defective Stuff back though (depending on the part the chances to recieve a defective one should not be much higher than 1 %).
300-400 for a new gaming pc without any old parts you can use....its corner cutting time xD.
One option would be to piece together used parts from ebay or so. You can build something decent for 400 that way, but there are the obvious risks and the required knowledge. You could at least look at some 1-2 generations old gpus in the 50-80 $ bracket ( a 6970,570,470,7850 etc.) will still run pretty much anything at 40+ fps with 1080p and high settings) or the often very nice used cases for a few dollars. Maybe you also have some harddrives lying around that you can use.

I stayed under 400 because there will probably be price changes, tax shipping, mail in rebate etc.
You might be able to get 8 gb ram in your budged, I choose the 500w psu in case you put in some power hungry older gpu in, the cx 430w would be plenty for that setup. The 260x with 2 gb ram is probably the cheapest new gpu I would put in a system for proper 1080p gaming (dont bother with APUs, its just not good enough). The case is crappy but....cheap? (something somewhat nice like a core 1000 is about 15 $ extra). Cpu should be enough, a 300 $ I7 would probably improve your fps about 20% on average in games, but youve gotta have priorities.
hah...uhh you see I am not an adult, i can and about 100 or 2 but will take couple months and from I learned , never build pc in winter, but hypothetically lets say i can manage 200 more what would your advice be? also i am scared of spending too much, what if i mess up and break expensive components, thanks for replying
CPUs are not very likely to fail, except of course you do crazy things with them. What tends to worsens with time is cheap fans (rattling noises etc), PSUs (worse efficiency, output voltages, might just go dead etc --->look for old pcs with quality psus) and of course motherboards can cause a plethora of problems after years of bending and heating up. Also older used pcs might lack modern features such as sata 3 or usb 3 and tend to have worse performance per watt.

to me Ps means Photoshop, took me a while till i figured you were talking about Playstation.
$400 is too little, you can't get good price performance with that.
for 400 you'll ońly get a dualcore pentium + gpu or an APU with ddr3 ram
either wait (half a year) till you can get an APU with ddr4 ram or spend 500-600 for an AMD FX 6core + gpu
If you can manage to find a used core i5 office pc you can drop in a gpu , upgrade the power-supply & add a case fan if possible, you might be able to get your money's worth for $400
+1 on this. If you want a gaming PC now with that budget this is the best you can do. It will allow you play all new games, just not at the highest settings.
