I had this problem for a few months now and I just thought it was cause I was using too much bandwidth and it's just being a bit laggy. Well tonight I just had enough of it and wasn't in the mood for it. A little googling and I found a program called DPC Latency Checker.
This is what it looks like. You want everything to run in the green bars.
If you start to get red bars then you need to go into your device manager and disable something. The website doesn't give an exact idea what you need to disable. Just says it's motherboard specific.
