European plug-sockets (Fench/German-UK adaptor)

I am traveling abroad to Germany for the first time. I have an old Dell M5010 laptop. With a battery that lasts about 20 mins (I can deal with it, as I only use it on the train, where there's plug sockets.)  I have a plug adapter that is designed to work in France. As far as I can tell it has no surge protection or anything fancy like that.

Can I 1. Use the laptop and adaptor in Germany with a "reasonably" low chance of spontaneous combustion.

          2. Find somewhere that sells new batteries for this thing at a reasonable price, as I'm not quite rich enough yet  to be forking out on a new laptop at short notice, when the most it goes through is Twitch.tv viewing.

Look at your laptop's power supply.  As long as it states input voltage like 100-240V, you can use it absolutely anywhere.
