If samsung ssd, samsung has free cloning software. I used https://www.easeus.com/ to clone from hdd to ssd on my laptop. easeus has a free clone software.

I didn’t see the Linux problem you might be able to do this from wsl. If it’s a ryzen laptop there are some workarounds needed to get Linux to play nice.
