Does VPN make buying region locked items possible?

Would it be possible to use a VPN service to connect to a website that sells items or gives coupons for region specific areas and use them regardless of where I actually am?

Few examples:
Some items on NCIX's website like the Enermax Liquidmax water coolers that are canada only.
Coupons that discount items only to EU/UK, Such as coupons for discounted games buyable on steam.

 

I believe it can IF that VPN is based in said region or has servers there. personally to me it seams more realistic to just use proxies.

 

No, because those items will only ship to those places. If you lived in the US, and tried to buy a canada-only item, it would have to be shipped to a location in canada. Same with UK/EU deals and items.

probably if you use a vpn that is based in the region you are trying to get the discount for, aslong as the product is digital and now physically shipped to you

My son left his vpn running when he started steam and he unlocked a new game he wanted 5 days before uk release, so that was a surprise

I know people who use a vpn to spoof their location to buy things, but sometimes you need a usa credit card to prove your location
