Wondering if its worth the money to get a graphics card with 4GB of GDDR5. or just to get a stock 2GBs. Is there a huge difference in game? or in applications?

It mostly depends on the resolution you're running as well as the card. For example, there is absolutely no reason to get 4GB version of a GTX 760 as it doesn't have enough processing power to utilize that extra 2 GB of VRAM.
In general, if you're going above 1080p you should probably get more than 2 GB of VRAM if possible, and if you're planning on using a lot of mods (i.e. skyrim), you'll probably want more than 2 GB of VRAM as well.
