Disabling usb power when system is turned off

I have the gigabyte 990fx ud3 and it has the feature of being able to output power from its usb ports when the system is turned off so that you can charge your phone or tablet even when your computer is turned off.  I rarely use this feature and it seems to be interfering with my keyboard on startup.  When my computer turns on, my keyboards leds turn on, however the computer does not register any typing when I try to input my password.  The only solution is I unplug and re plug in the usb connector.  This is starting to get really annoying and I am trying to find a way to disable it.  There was a gigabyte provided software that appeared like it was going to help, however the software was terrible and every time I opened the program it would instantly stop responding.  I have looked around in the bios for a little bit and I couldn't find anything there either.  Hopefully you guys can help me solve this issue.

It is under On/Off Charge some where, I cannot find it right now. But that is it's name.

turn it off at the wall

Theres usually an option in the BIOS to turn it off.
