Why not just buy something with windows and install whatever OS you want?
After you wipe that hard drive, you are good to go. It's pretty hard to find a laptop without any OS. There are a few sites that sell Linux laptops, but most of the laptops are either old or overpriced. Chromebooks are really cheap, so you could always wipe one of those clean and install Linux.

Safe browsing is 99% effective in avoiding a Windows infection. However, browsing abstinence is 100% effective.
Seriously though, even laptops with Windows 8 UEFI preinstalled nonsense can be turned back into "normal" BIOS style computers. And most Linux distros will boot on Secure Boot machines AFAIK.
Just get any laptop you want and when you get it you can go into Windows (wearing protection of course) and go to advanced options in PC settings and it'll let you get into the BIOS. From there you can change the boot order, boot a CD, and wipe Windows off and install Linux.
Just take a shower afterwards.
Well, check compatibility with Linux first. Be sure to pick up a laptop you know will work mostly out of the box.

Go to ebay and search Thinkpads. They get along well with linux most of the time and there are usually OS free options.
I would also suggest looking at some of the really cheap HP AMD APU based laptops. Thin, cheap, low power, and really powerful for what they are. I've got one of my own from a few years ago, and one we just got as a present for my grandmother. I'm jealous of how thin it is for a $300 laptop :P Found it on Best Buy if you're wondering

Lenovo, Dell, HP and Asus all certify laptops for Linux.
These guys are legit. I have purchased from them multiple times. These are unbranded notebooks. You may have never heard of Clevo or Compal, but they are actually the ODMs that make the laptops for big brands like HP, Dell, etc...
You can get a customized laptop from both of these companies without windows. You may want to double check with them on linux compatibility for the specific model you choose.
My Stallminite detector is reading off the charts lol. You'd be surprised what you can find off ebay, I've bought multiple laptops that had nothing on them. And @K4KFH I really would stay as far away from most cheap amd apu based laptops, those motherboards do not last.
You do have buyer protection, but everyone has had different experiences with ebay :/
Eh, I've had good experiences and bad experiences with those cheap AMD APU laptops. I had an A10 laptop that the gpu fried on, an E2 laptop whose screen quit on me, and an A8 that is still going strong after 5 years.
To the people saying "just buy a laptop with Windows and ....":
- You're stilling giving Microsoft money. Why should anyone do that without wanting to do it?
- There will reinforce the argument of many people saying "but Windows has XYZ market share"
I want a Laptop without Microsoft Windows, too.

You can buy a lot of laptops with Linux if you look hard enough.
