As i'm building a new pc, first time full twin custom loops. Seeing as al component wil be new what are the default settings of the on board fan/pump controlers. Is it like full power or do you need to instal a stok cooler first to change the settings?. As i'm spending a pretty penny on it don't want to kill anything.

You're going for PWM pumps than, am I right? To change the speed of a fan/pump header on the motherboard you need to connect something to it, but it's not necessary since the curve can be adjusted afterwards. Well you can't push more than 12V through those headers (unless they're damaged but that's not your case) so nothing will get damaged. If the speed is too low the pump won't start, that's it. Even if that happens you're still in the BIOS screen so you can see the temperature and realize that in time before anything happens. If you don't feel like taking any chances just connect a PWM fan to the header that the pump will be connected to and set a flat curve in the 70-80% and see how it goes. Than you adjust it afterwars.
What I would advise is to get a non-PWM that you can set to a defined speed and than just set the fan speed accordingly with the temperatures of the compnents of the loop.
