Decent z390 board that can put GPU in it's own IOMMU for first or second slot?

As the title says, I am wondering if there are any z390 boards that a GPU in the first or second PCIE x16 slot would be able to have the GPU in it’s own IOMMU group?
I am trying to pass through a USB card and a GPU to a VM in TrueNAS (running locally is fastest and it only needs one) and both of the first two slots my z390 master keeps the gpu in group one with a bunch of other stuff.
It doesn’t appear that PCIE acs overrides work in TrueNAS Scale either.
I can put it in the bottom slot (when board is out of the case) and it does work. But my Fractal Design R5 isn’t big enough to put the GPU down there.
Is there any board for a 9900k that would be better?
Really don’t want to change platform over to x570 if I don’t have to.

I think the ASRock Taichi line of boards are pretty good at being linux friendly and IOMMU friendly

Wendell has mentioned them often.
