Death of a PWM fan?

Hey so I have two Bitfenix 140mm PWM fans hooked up to my corsair H110i GT. I am having an issue where one of the fans wont go above 600rpm. Both are hooked up the the H100i as the normal fans would have been. I have had these fans on for a year and this is the first time I have noticed this issue. The other fan works fine and goes up and down like it should.

When I am home tomorrow I'll plug the trouble fan into the mobo to see what it does. But does this sound like a dying fan to you? Never heard of this happening with a fan before.

In what orientation are your fans?
Had a fan in a top exhaust position and after six months the blades started to come off the stator.

Vertical as the rad is situated such.

Vertical how?
Front intake?
