CPU Usage not 100% when rendering

Hi,

So for no reason when I render now in premiere my CPU usage is at like 95% for 10 seconds and then goes down to 65. Any thoughts?

maybe it gets to hot to fast so it throttles?

What software are you using? Is the chip getting to hot? Do you have power saving features on?

Premiere and it is at 43C and i dont have the power bull shit
