So... My CPU runs 100% when not in use, But when i open up taskmanger to see whats using it it stops so i can't see it.... I scanned for virus with MS essentials, Nothing. Any thoughts?

I had some outdated drivers that did this before, on a Vista machine after installing service pack 1 my CPU usage was at 100% after updating the video card drivers it stopped.
I also had a WiFi card after updating the drivers it was maxing out 1 of my CPU cores, after down grading the drivers the issue went away
You could try turning off different devices from the device manager and see what happens, that's how I found the issue with the WiFi card
What cpu are you using? Because you should expect this if you are using a 1.1 ghz celeron.

try updating drivers and installing windows updates, some can help.
(Windows) Control Panel > System and Security > Power Options > Change Plan Settings > Change Advanced Settings > Processor Power Management, then see what the min is set to and restore to default if 100%. That's for power consumation of the CPU, you just said 100% and wasn't really clear if you meant power consumation or the CPU is "bogged" down when not in use.
Your right, How'd you know, and why would it quit when i went into taskmanager?
I'm not sure why taskmanager would crash, that still is a little odd to me, and just a guess at what could be causing the issue.

Task managers cpu usage isn't the same as what you change in the power settings.
That is probably system idle proces, thats some win 7 thing that dont allow your cpu to do nothing, so when ever your cpu is not doing anything it starts that process and when ever you start to use it, move mouse or something like that it will immediately stop. so no need to worry. maybe i am wrong, u can always ask logan. :D
Alright its doing it again, Its not The idle proccess And its running at rather high temps (~175F) and the minimum speed in power plans is set to zero.... Again no virus according to MS Essentials, BUT everything runs very reponsivly As if its running norma. Shall i try another Anti virus?
on battery? i have the same pross, and when i'm running google hangout on wifi and battery it will max out, but beyond that, i rarely get above 30%. get malwarebytes.....

and btw, for a laptop, 80c is about normal for maxed cpu
