CPU Running Fast in Windows?

This is really weird and I only recently noticed it. When I check my BIOS, it says my processor's bus speed is 133MHz with a multiplier of x21 (i have an Intel Core i5 760 running at 2.8GHz). This is what it's supposed to be.

However, when I check a program in Windows like CPU-Z or PC Wizard, they show my multiplier jumping up to x26 at times boosting my CPU speed to nearly 3.5GHz.

Is this just a software error? Or is my CPU running faster in Windows than it's supposed to be?

It really doesn't matter, I'm just curious. Temperatures are fine so it's nothing I'm worried about.

Disable Turbo in the bios, it boosts core 0 to a higher multiplier when the other ones are not working.. I see no need for it. Also disable INTEL EIST while youre on it (aka enhanced intel speedstep)
