CPU not running at full speed

Specs:

CPU: Intel i-5 3570k @ 4.2gHz  (Problem here?)

Mobo: Asus p8z77-v lx (here?)

Ram: Crucial Ballistix Sport 2x4 (8gb) @1600MHz

GPU: HIS 7950 IceQ Boost Clock 3GB

PSU: Antec 550w 80plus modular (here?)

Cooler: Hypermaster 212 Evo

Storage: 120 gb Samsung 840 series SSD

500 gb Toshiba

500 gb Samsung laptop drive

 

     So yesterday my CPU started maxing out at 1.6 gHz at all times, including under full load using Aida64's stability test. At first I tried to change a lot of different things to fix it. None worked so I uninstalled AI suite II which may have been trying to do something to the CPU from within the OS and I also reset my BIOS to all default settings. Did not change anything, CPU still at 1.6 gHz at all times. When I was messing with things it seemed to me that my BCLK could change and that would be picked up by aida within Windows but my multiplier seems to be stuck at 16. Even if within the BIOS it says 42 once I get within Windows it's 16 again. Also the USB port my keyboard was plugged into stopped working, only that port (2.0), no idea if it has anything to do with the same problem but it obviously makes me worry.

If there is anymore information I can provide to the generous soul that decides to help just let me know. Thanks in advance everybody!

Update: Today it is boosting up to a multiplier of 36, still not 38 like it should at default though. Problem still stands though, why on earth was that happening last night?

check the windows energy profiles and check if max cpu frequency is set to 100%.your likely to be on some sort of asus profile now.

or try another energyprofile, like "performance"

Honeslty is seems like you didnt know what you was doing. Did you use any programs to overclock?

Those programs make a profile in the windows energy settings. change it back to balanced or performance or make a custom one

 

how do you check the clockspeed of your cpu? i suggest CPU_Z only, dont use multiple monitoring programs at once, they can interfere

Well its fixed now, no idea what the hell happened still, it wasn't any windows energy profile thing. After resetting the BIOS to defaults and getting rid of the AI suite(with turboV or whatever its called, my gut says that was the culprit) seemed to fix it after a day, weird that it seems i had to wait for it to work. Now it's clocked fine to 4.2 gHz through the BIOS and it boosts to that speed under load. Thanks cannonball for the help! Shout out to fatal for that killer insight as well....
