CPU at 100% help?

i5 4670k @ 4.6 Ghz

So I recently overclocked my i5 4670k to 4.6 Ghz and it ran with complete stability after 12 hours in Aida 64. When stress testing the cpu ran at 4.6 Ghz at 100% load. I was wondering if there's a way I can set my cpu to run at 4.6 Ghz at all times because when not stress testing the cpu runs back at 3.4 Ghz  

Turn speed stepping off

Just leave it alone. Letting the CPU down clock when not under load will keep temps and power usage low. But if you want just turn off speed stepping.

Why would you want it to run at 100% of the time? Right now its saving power and preserving its life and motherboards life. By not running all the volts you have on the OC when its not being used it can only have benefits. If you do anything it will go back to 4.6, but if your not its just helping you save power.

I turned speed stepping off thank you guys for that and I'll just put the voltage on adaptive so it only uses the power it needs
