Counter Strike is running in slow motion

My laptop is running counter strike in slow motion, Does anyone have a fix for this? I've tried "host_timescale 1" but that hasn't solved it. It's happening with all the games (1.6, source, GO) and the video stress test in source is saying I'm running the game at around 250fps.

 

My Specs:  6gb DDR3, Intel i5-7xxS, Intergrated Graphics (Intel HD 3000)

The graphics on your laptop is most likely the cause for this as intel graphics are not known not to be good for gaming.
