Corsair PSU Problem

My friend is building his first custom computer, and we just got done putting it together. Unfortunately I am not with him in person and have been facetiming him, but from what I can see he has done everything right, and everything that needs to be plugged in is. He tried powering it on, and it did nothing. He then looked inside the case at the fans/motherboard to see if anything turned on in there, and upon turning on the computer we noticed the fan on the cpu cooler moved slightly, but just a hair of a turn. I assumed this was a problem with the power supply so we did the "paperclip test" and it appears that his power supply is dead. Because there is no power to the computer and the fan in his power supply has not moved at all when being turned on, I would tell him to send the power supply back and request a new one, but because the cpu cooler's fan moved just slightly once turned on, is there something we could have screwed up on? I just want to know before he sends it back in case there is an easy fix, or something we might have missed. Thanks!

correct voltage setting on the unit - 110v or 240v?
If fails to work then RMA it straight away.
