Corsair H105 Underperforming?

So recently I have upgraded from a Hyper 212 Evo with push-pull to a Corsair H105 with push-pull, and the cooling capacity has increased only slightly.

Hyper 212 config:

CPU at 4.5 GHz with V-core at 1.42 and LLC at max bringing it up to 1.45 under max load on prime 95, temps stayed around 61C at ambient 22C with Prime.

Corsair H105 config:

CPU at 4.6 GHz with V-core at 1.43 and LLC at max bringing it up to 1.46 under max load on prime 95, temps stayed around 61C at ambient 22C with Prime.

I really expected a larger increase in cooling capacity with this upgrade, I feel like something is wrong. There's actually a Tek Syndicate video where Logan had an 8350 clock at 5GHz running at 1.48 Volts with a Corsair H100.

Details on H105 setup: mounted on top of case as outtake, stock Corsair fans pushing with slim scythe fans pulling. I have reapplied the thermal paste twice using the pea method using Arctic Silver 5. All fans and pump are running at max speed under full load. My case is full-size with 3 140MM intake and two other 140MM outtakes besides H105. The other outtakes are not blowing out hot air under load, so it's not that my case is too toasty inside.

Please help!

Well to make a balanced comparison you'll need both at the same speed & voltage.

Double check that the block is making strong contact with the cpu.
