Corsair 200R Front Fan won't spin until pushed?

EDIT: I decided to do some cable managing and redid all the cables, which for some reason fixed the fan problem.

 I wasn't sure if I should post this in cooling, or cases. But the problem I am having is that the front fan for my Corsair 200R case won't spin until it's given a small push. I can't figure out why this is, because after I push it, it works just fine.

I've been having this problem since I built it around a week ago, so it's not a new problem.
