Core clock vary's on every boot up

I have started to notice my system core clock vary on my boot up's to OS. I have tested this with Windows 7 and Arch Linux, but when I go to BIOS it gives me the same 99,99 Mhz like it has always use to. Could this be a BIOS bug or is it just simply degradation of components on the CPU or motherboard?

What is your motherboard and your cpu?
What do you mean by the clock varies? It goes from 1,7 to 3,5 all the way to 4,2 or something else?
There is something, that I can't remember the name of in the new ish CPUs, that makes them run on lower clock speed if the CPU is not in use. For example my 760K runs at 1,7GHz while I am browsing or using YouTube, or something light. When I am gaming, rendering video, etc, it runs at it's full speed, at the moment 3,9, cause my overclock shows some instability...

I have Z77 Asrock Extreme 4 and for CPU I have i5 3570K. The variation on 200 Mhz I am running at 4,5 Ghz and at lowest I have seen 4,3 Ghz and no it is not Inter turbo boost got all that crap disabled, even if i had it on it should only effect multiplier as in 45 x 99,99 Mhz = 4499,55 Mhz. The thing I am seeing is is something like 45 x 96,99 Mhz = 4364,55 Mhz.

You're experiencing some droop, could be caused by degradation or your motherboard is trying not to kill itself. Vrms could be getting too hot.

This overclock didn't behave like this previously did it?

Ill have to take a look in to that ,can you tell me what is the "normal" temperature for vram under load? Doubt it would be heat I have been running the same set up for almost 4 years now cleaned it every 6 mouths and I have well ventilated case with positive pressure setup. Ques ill have to kiss this baby good bye soon =(

vrm not vram. most motherboards don't have a temp monitor but if it does it shouldn't be exceeding 100-120c.

Heh pants on head moment there. I'v got a thermal laser gun or what do you call those things you point it at a target and it gives you the temperature. Anyway ill take a look and give you update on it.

if it's cool enough at idle check under load if it gets super high at load but is downclocking while at idle and temps are fine i'd say you have damaged vrms on your hands from previous heat stress.

The problem comes on boot up while the computer is still cool and the core clock does not variate on the fly but when I boot again it goes away.

i'd definitely check vrm temps at load and see if previous heat has caused damage.

I found the problem it was bad solder. All is fine after i baked the motherboard.
