I think you can contact the support from Sapphire. They might provide you with some new fans, or at least a way to be able to purchase some more.
You can find the fans on eBay as a set for $30.

Already did out of warranty they would not consider even selling me fans
Not compatible with pcb i think pcb is non reference
International sellers have them available to almost all of Europe. Ebay.de for example shows them for 33EUR.
The dual-fan kits that have a splitter should fit the 290X.
