Confusing pcie speed listing?

i can’t tell if the slots when all are occupied cut down to half speed or if because there are so few slots they run at the advertised speed?

Slot 2 is x16 unless slot 1 is populated, slot 4 is x16 unless slot 3 is populated. Slot 6 is always x16, but a card has to be physically short to not hit the RAM slots.
