Computer not running as it should be

So, I have built myself a very powerful computer, but the results aren't what I was expecting. Running games like Far Cry 3, DayZ/ArmA 2/ArmA 3, The Witcher 2, etc, on the higher tiered settings are stuttering a lot, dropping to around 20-30 fps. My specs are as follows:

CPU: i7-3770K w/ Stock Heatsink (Old H100 pump died, had to temporarily switch to this)

GPU's: EVGA GTX 680 4GB (x2)

RAM: 16GB

MoBo: Asus Sabertooth Z77

SSD: OCZ Vertex 4 256GB

HDD: 750GB WD Black

Case: HAF XB

PSU: Corsair AX850

Now, before I end, I'd like to mention, EVERYTHING IS UP-TO-DATE. Drivers are updated to the fullest, (I've even tried the beta drivers for my graphics cards) tried using the EVGA SLI driver, Bios/Chipset/Board drivers are updated. Also, SLI has been turned on, I'm running dual monitors, it's set up as Maximum 3D Performance on one monitor. EVGA Precision shows both of my cards running, recognizes them both and shows real-time clock speeds.

With this setup, I was expecting to smash pretty much any game out there without an issue. Are my expectations too high? I have a feeling there is something in the BIOS that isn't tuned properly, or one of my graphics cards just isn't working as it should. Is there any setups within nVidia's Control Panel that would improve the preformance, or have I already selected what I needed to?

I hate to be that guy, but is everything plugged up? Are both PCIe cables plugged into the 680s?

When you aren't stuttering, what is your FPS? What resolution are you playing at? 20-30 FPS from dual 680s is unacceptable; I'm getting better frames on my single EVGA 680 4GB FTW+, on a single 1080p monitor, with another 1080p monitor playing something on Netflix.

Are there any other programs running in the background that could be sapping GPU power?

Yes. Everything is plugged in, SLI bridge is on there, everything is beautiful. Stock, stable clocks, all that fun stuff. When I'm not stuttering, I'm sitting between 40-50 FPS, give or take a few frames. Every once in a while I'll hit 60. And I'm running 1080p on both monitors, the other monitor is only up displaying basic info. The only programs I have running other than a game are TeamSpeak, FRAPS, AI Suite (for temps), EVGA Precision (for temps and clocks), Steam, Chrome, and maybe DayZ commander or something else very basic.
