Computer keeps crashing in windows

My friend recently got a new MSI r9 290 as well as a Aerocool VP-750 power supply, when they are installed in the system it will boot into but then crash as soon as any slightly demanding programs are opened.  My theory is that the PSU's dual 12V rails won't provide enough amperage to the graphics card as they only supply 25A per rail and only one rail supplies power to the PCIe connectors.  Therefore as the graphics card draws more then the 25A the power supply can't handle it and shuts the computer off.  Is this right and does it mean we will need to get another PSU.

AMD fx-6300

AsRock 980DE3/U3S3

Samsung 120gb SSD

any help or opinions would be muchly appreciated.
