Cluster works only if proper shutdown

Hi. I have Server 2016 failover cluster.
There are 2 W2016 server nodes and a Debian iSCSI target. W2006 servers run a file share cluster and the files are located on the iSCSI target.
When I perform a proper shutdown on one of the cluster nodes, the failover works fine. But if I just unplug one of the nodes, the cluster breaks.

Any ideas on why? Logs aren’t helpful at all.

This could be a quorum issue, how have you set that up?
