Chrome logout of sites on exit

I recently re-installed windows 10 Pro on my editing computer. This fixed the issues I was having but a new issue has arose. Google chrome will logout of all websites I have logged into during the session. Troubleshooting steps I have tried so far include:

Reinstalling Chrome
Ensuring cookies are enabled
Trying a new windows account

I am using Firefox now and it works as expected
A quick note: Chrome will keep me signed into itself, its only the websites that are affected by this.

Check that the setting “Keep local data only until you quit your browser” is not enabled (in Settings > Advanced > Content settings > Cookies).

Since settings are account-based, reinstalling Chrome and logging in to your Google account will get the same ones applied.

I checked, “Keep local data only until you quit your browser” and it was off. I flipped the switch to see if that worked and it was the same result.

As to the account based settings, I created a new account and I had the same result. I also tried using the offline chrome installer.

I checked the stored cookies, there are cookies by google listed in chrome.
