If the US has been doing loads of spying with the NSA blah blah blah, what have the Chinese been doing seeing as they kind of have more actual money to spend?

The Chinese have probably not been allowed to set up surveillance shops in just about every other developed country, so they'll have a hard time competing. ;-)
All their resources go to controlling their own populace.
