Cheap/or free quality engineering CAD

Hi, I need a good, comprehensive engineering CAD for up to or below 200$. Any ideas? Oh and suggestions for a laptop to go with it.

Not sure what have or dont have enginerring features but all are open source/free software and free in price (unless you want to donate)

If you are a student, CREO/PRO-E and some other stuff is either free or heavily discounted.

For the laptop, get something with a decent GPU and CPU and you will be good to go. CPU > GPU, but it really doesn't matter. A ton of RAM is nice, but also depends on the size of the assembly and/or complexity of the model you are working on.

It might be better to add what you are going to be doing with it, because the program and hardware you use differs.
