Hello world, I am asking for assistance in coming up with a cheap HTPC that will be hooked up to a 4k tv I am a Intel and Nvidea fanboy however if it means price savings I will go for anyting reliable.
My budget is as cheap as possible however while still having a fairly decent amount of memory and the ability to play movies in 4k. If the case is windowed I would like color matched components with preference to black/blue however anything is ok. Windowless cases are ok too though, this build is all about as low of a price as possible while having reasonable performance for a HTPC.
This is my second build, I do not intend to game or video edit on it.
As for parts I have no idea where to begin thus I come to you for help
Copy and paste from another site, but the information is solid.

Other things to consider:
You need to have a monitor which is capable of playing back 4K video if you want to properly play 4K.
Even if your computer meets the requirements, you may find that 4K video plays back choppy. This is due to the immense processing power required to play 4K.
