Sound like a bad pump to me.
Try booting with the pump off and a regular fan attached to the same header. If this works it’s the pump, if not I’d look at the header/mobo.

What do codes 62, 70 and A9 mean? The seven segment display is there to tell you with as much confidence as possible what’s the issue that’s stopping your system from booting. If you ignore the errors and go with a trial and error approach from the start it’s not even worth mentioning the post codes.
it was probably the wrong modular cable on the power supply for sata, with the failure mode for the power supply being to shut down a rail .say 3.3v or 5v…which likely isn’t needed to get that far in post. partial boot but can’t boot because not all the voltage rails there.
if the pump runs from a separate psu and is not electrically connected to the computer in any way and that also prevents post, the pump could be throwing a ton of electromagnetic noise. try wrapping it in tin foil and grounding it.
