Can't get board to post

I have an ibm 300xl board which I just bought and I cant get it to post. It's brand new NOS. I have the correct power supply and cpu and ram. So far I've tried

different cpus
different ram sticks in different slots
different monitors
riser both in and out
playing with the cpu jumpers
installed in and out of case
tried pci gpu
tried different cmos battery
tried no ram and wont even give me an error beep

is this board a dud?

Also the on board network port has both lights on solid , don't know if that matters

Got any post codes or beeps at all? Might help

Ok a relay on the motherboard just exploded so that board is totally done. lol. Didn't even get a chance to see it post one and it was brand new. sad days
