Can't figure out what is causing system stutters

Hey there, I am looking for some help in figuring out what is wrong with my system. I will include more info about my system below but I have a AMD 5800x with 32gb of ram and a RTX3080

I get random stutters no matter what is going on, sometimes they are pretty bad, other times light with seemingly no common thread between them other than it keeps happening. Sometimes It’s bad with a light load like web browsing but not as bad when playing a video game so it has me pretty confused.

I did some googling and came across a couple of issues like fTPM and possibly my hardware. I disabled fTPM, updated my UEFI, removed all my drives and tried windows 10 installs in a couple of them, shuffled/ran with either single stick RAM or a combo of and moved to windows 11 and I still have the stutters. Could I just have bad hardware? I didn’t have this problem when I first built the system a little over a year ago.

If you need anymore info or have any ideas I would greatly appreciate it.

When I had a similar symptom, it turned out to be a PSU problem. Board in PSU wasn’t tightened, so grounding was fucked. Multimeter read 90+ volts.

I’ve also noticed various GPU drivers with various hardware having various stutter, at least I think that was the reason sometimes.

I wouldn’t had thought it could be my PSU! I don’t have a multi-meter here so it might be easier for me to order a new PSU on amazon or try to run to microcenter and test. I got a seasonic 750w and I usually read good things about that brand but mistakes do happen. (this also gives me a good reason to spend a couple hours wandering around microcenter haha)
