I tried to manually install a W7 Security Update from 2019 and after a required restart to finish installation, my PC is now stuck in Startup Repair every time I boot it up. Startup Repair says it can’t fix the issue and just tells me to shutdown my PC; I’m getting error code 0x490. I’ve never created any restore points or recovery media (genius move, I know, won’t be making that mistake ever again).
A few questions:

Is it possible to remove that update from a command prompt from within Startup Repair or something? Would this even resolve the issue?

Can I simply disable Startup Repair and force windows to boot up?

Can an outdated BIOS version cause issues with Windows Updates? I read on some Microsoft forums that someone had a similar issue to me and updating his BIOS fixed the issue (my BIOS version is from 2013).
