You will definitely be able to run it. I'm not sure what settings you will need to use to get 60fps.
I have some experience with ArmA, the simple answer is yes but it's more complicated. In single player then you will be just fine. Lots of eye candy and buttery smooth frame rates. Online may be a different story. This is a fault of the game not your PC. When playing online your frame rate will be locked to the server. If the mission being played is very large or poorly optimised then the server will run slow and so will your game. The simple answer to hardware requirements for ArmA (or Dayz) is:
Quad core CPU with strong single threaded performance.
Over 4 GB of system RAM
Almost any "good" gaming graphics card
An SSD is always helpful.
If you PC matches these requirements but the game runs slowly online then it's the server not your PC.
also the way arma 3 runs is different it depends on what gamemode and servers you join for example if you play on a wasteland server it normally runs smooth but if you play in a altis life server expect alot of lag and crashes so yh arma 3 depends on how well optimised the server and the mode your playing are
