Can not Stream Plex out side local network

Hi forum. I hope i'm posting in the correct place, I apologize if i'm not.

Plex is still new to me iv'e been having a hard time getting it to stream over the internet. I do use VPN private internet access. Iv'e tried disabling my VPN, Anti Virus (Avast), Firewall in windows as well as on my router. Also UPnP is on. I'm guessing its a port issue? Any help would be greatly appreciated.

Did you set up a plex account?

Yes I'm singed in. I can't connect the server to plex.tv.

Over mobile internet or public wifi?

Both nothing out side my local network will work.

You don't have a router behind a router and also ask on the plex forums

lol na only1 router no DHCP issue. yeah thanks for your input ill try that when I get home
