Can it Over clock?

Couple qustions. If you know ylthe right answer to any of these questions, please share it with me because i havent been able to find out on the internet.

Questions: 

If I bought an appropriate motherboard, could I over clock my Intel Xeon W3520 2.6ghz in the bios?

 

If I could over clock my Intel w3520,  would I be missing any features (ex, not being able to change multiplier)?

 

If I can't over clock that CPU in the bios, is it safe to over clock the CPU in windows (why or why not) if my motherboard can easily over clock? 

If I can't over clock that CPU in the bios/windows, which socket 1366 CPU's can I over clock?
