Can I regulate traffic on a Belkin AC750?

I occasionally have family over, and one of them is destroying my bandwidth. I'm tired of asking him not to synch his phone when he gets here, I'm really hoping I can do something through my routers control panel. I'm not very good with networking things like this.

I only have 10Mbit down and 800Kbit up, it's the upload that kills me. All day long his phone must be blasting video up to the cloud, I get 4,000ms pings to google and can't game at all.

Any help at all is appreciated. It would be pretty epic if I could limit his device. I can see it on connected devices, it's easy to identify because I only have one other android/mobile device that connects. Let me know if more info is needed. Thanks in advance, this is driving me crazy ;)

If there's not already a relatively obvious "Traffic Shaping" option in your router's control panel, you're probably out of luck with the stock firmware. If you're willing to be a bit adventurous, see if you can flash that router with OpenWRT (or if it doesn't have enough memory, regular DD-WRT, OpenWRT is just more versatile) I know you can do it somehow with DD-WRT.

I'll look into that now, thanks. Also here's an image from the WAN statistics, this is what it does, all day, nonstop spikes. I'm hardwired, and the only device that was connected was his android phone.

I know it's not much, but my upload capacity is awful. It's actually not bad atm, it's usually much worse than this. When it gets bad later I'll take another screenshot, why not. In the meantime I'm looking into whether I can do what you suggested.
